AAA claims the tax is 7% for alleghany county, 6% for west moreland
county (just called 'em).

I'm trying to title a truck my father gave to me. I actually and
truthfully paid nothing for it. I tried to file the title, but they
claimed that I needed proof that my father paid sales tax when he
purchased the vehicle (10 yrs ago and in KS). He of course doesn't have
the reciept, so they are going to charge me sales tax on "fair" market
value. This seems illegal to me, they're taxing me on money I didn't
pay. I think I'm just going to give the truck back to him, I don't want
PA to have the money.
