Sounds like a hack to ensure that everyone pays their share of taxes on
some big number in the transaction. Alternatively, I can see this as a
way of preventing suckers from paying way too much for something that's
worthless.
When the price is on the low end of the blue book price, it's a bit
difficult to rationalize.
